Application for BIR Certification


The BIR at Plaridel, Bulacan assesses the documents submitted by Mrs. J.

The required documents to be assessed are:

  1. Deed of Absolute Sale (DOAS) - original copy plus 2 photocopies

  2. ORIGINAL TITLE plus 2 photocopies

  3. CERTIFIED TRUE COPIES OF TAX DECLARATION FOR LAND AND BUILDING - if the property purchased is lot only, a certification of non-improvement should be obtained from the Municipal and Provincial Assessor's Office. The original plus 2 photocopies should be submitted.

  4. LICENSE TO SELL/CERTIFICATE OF REGISTRATION from the developer - 2 photocopies each.

  5. CREBA CERTIFICATE - 2 photocopies

  6. BIR FORM NO. 1606 (WITHHOLDING TAX) and BIR FORM NO. 2000 (for DOCUMENTARY STAMPS). These forms are available at the BIR office.

  7. BIR FORM 1902 or 1904 (for application of registration of PIN NO. for buyer) with or without TIN Number

    Required for this application:

    • Photocopy of Deed of Absolute Sale (DOAS)
    • Photocopy of Birth / Marriage Certificate


  8. WAIVER OF TAXPAYER (form from the BIR) stating that all the documents submitted are true and faithful reproductions of the original copies.

  9. SPECIAL POWER OF ATTORNEY (SPA) from the developer (Internal).

  10. SPA from the principal owner/buyer authorizing a particular person to transact for the documents submitted at the BIR and other concerned government agencies (Internal).

 

After the BIR assesses the documents of Mrs. J, the BIR advices Mrs. J to pay the necessary withholding taxes and documentary stamps at the BIR-accredited banks.

Mrs. J should submit the proof of payments and other required documents to the BIR for verification of payments and preparing of reports for the said transactions and subject for signature by the BIR Examiner and group supervisor.

The BIR examiner informs Mrs. J to bring her documents to the receiving clerk for the issuance of the claim stub, which indicates the specified date to follow up on the documents. The BIR receiving clerk informs Mrs. J for additional payments of documentary stamp and certification fee worth Php115.00 with official receipt. The processing of documents for the issuance of BIR certification/ certification of authorizing registration will take a maximum of one (1) month processing period from the date of filing.

If the documents are in order, the BIR will issue a BIR CERTIFICATION/ CERTIFICATE OF AUTHORIZING REGISTRATION as one of the requirements of the REGISTRY OF DEEDS for the transfer of title.
